🔍 Background: What is a Stepping-Up Case?
A stepping-up scenario occurs when a senior government employee finds their pay fixed at a lower amount than that of a junior employee in the same cadre, often due to differences in date of promotion, ACP benefits, or pay fixation options exercised under various pay revisions.
To ensure fairness, earlier instructions such as Notification No. 6/46/10-5FP2/1555206/1 dated 22.08.2019 allowed senior employees to get their pay stepped up to match that of their juniors, under specific conditions.
📢 New Clarification: Status Post 6th Punjab Pay Commission
With the implementation of the 6th Punjab Pay Commission, effective from 01.01.2016, a new pay structure has been introduced. However, the government has clarified that the new ACP Scheme (which often directly impacts pay progression and anomalies) is still under consideration.
In light of this, the Department of Finance has temporarily put all stepping-up cases on hold until a final decision regarding the revised ACP Scheme is announced.
